Puff = marijuana.
Dragon = Draggin' = inhaling
Jackie Paper = personified a cigarette rolling paper
Mists = exhaled smoke.

Yes. This song was banned in Spore becos they said it was about drugs. Sadly that did not seem to prevent people from taking drugs.

I was not aware that Peter, Paul and Mary were the original singers of the song, "Puff The Magic Dragon".
I have listened to the youtube version located at your blog several times. Nice song!
Thank you for the comments. It is a personal opinion and based on the facts, the song is not about drugs. Again, it is a melodic interpretation of a poem and lyrics/words do change in the process.
Reading the song background should prove useful.
